S\/He will provide high-quality professional advice and support to managers and staff for all HR related matters, undertake specialist and general HR tasks as required and appropriate to the role and deputies for the Manager, Human Resources, as required.<\/p>\n\n\n\n<p>S\/He will coordinate the administration of staff benefits in keeping with Council policies, regulations and other provisions and works at all times to be effective and efficient and to enhance the quality of the service which the HR Division delivers to all its users in line with the values of the Council, thereby assisting them to provide a high quality of service to Council clients and stakeholders.<\/p>\n\n\n\n<p><strong>Key Outputs<\/strong><\/p>\n\n\n\n<p>         \u2022 Advice, guidance and information provided<\/p>\n\n\n\n<p>         \u2022 Annual work plans developed<\/p>\n\n\n\n<p>         \u2022 Disciplinary action supported<\/p>\n\n\n\n<p>         \u2022 HR data and files updated and accessible<\/p>\n\n\n\n<p>         \u2022 HR information system maintained<\/p>\n\n\n\n<p>         \u2022 Employment contracts\/letters produced and delivered<\/p>\n\n\n\n<p>         \u2022 Follow up action taken<\/p>\n\n\n\n<p>         \u2022 Leave processed<\/p>\n\n\n\n<p>         \u2022 Staff benefits\/welfare programmes implemented<\/p>\n\n\n\n<p>         \u2022 Staff performance management and appraisals supported and monitored<\/p>\n\n\n\n<p>         \u2022 Records managed<\/p>\n\n\n\n<p>         \u2022 Reports produced<\/p>\n\n\n\n<p>         \u2022 Safety and health standards maintained<\/p>\n\n\n\n<p>         \u2022 Staff counselled<\/p>\n\n\n\n<p>         \u2022 Staff recruitment and retention supported<\/p>\n\n\n\n<p>         \u2022 Training programmes and initiatives executed<\/p>\n\n\n\n<p> <\/p>\n\n\n\n<p><strong>Minimum Required Education and Experience<\/strong><\/p>\n\n\n\n<p>Candidates must possess:<\/p>\n\n\n\n<p>\u2022 First degree in Human Resource Management, Management Studies, Business Administration or equivalent qualification<\/p>\n\n\n\n<p>\u2022 <strong>At least five (5) years\u2019 experience<\/strong> in Human Resource Management, preferably within the Public Sector<\/p>\n\n\n\n<p> <\/p>\n\n\n\n<p><strong>Required Competencies<\/strong><\/p>\n\n\n\n<p>\u2022 Knowledge of HR processes, Government HR policies and related legislation<\/p>\n\n\n\n<p>\u2022 Excellent planning, organising and multitasking skills<\/p>\n\n\n\n<p>\u2022 Strong analytical, problem-solving and decision-making ability<\/p>\n\n\n\n<p>\u2022 Excellent oral, written, negotiation and interpersonal skills<\/p>\n\n\n\n<p>\u2022 Experience in disciplinary procedures, grievance resolution and performance management<\/p>\n\n\n\n<p>\u2022 Strong relationship-building skills with internal and external stakeholders<\/p>\n\n\n\n<p>\u2022 Excellent IT skills, including HR software tools, MS Word, Excel and Outlook<\/p>\n\n\n\n<p>\u2022 Ability to counsel staff and handle confidential matters with tact and discretion<\/p>\n\n\n\n<p>\u2022 Ability to work under pressure and deliver results within tight deadlines<\/p>\n\n\n\n<p> <\/p>\n\n\n\n<p><strong>Special Conditions<\/strong><\/p>\n\n\n\n<p>\u2022 Normal office environment but may be required to work beyond normal working hours occasionally to meet critical deadlines.<\/p>\n\n\n\n<p>\u2022 Stress may be caused by the need to manage multiple demands simultaneously and complete tasks within tight deadlines.
