Job Purpose

The Director, Finance and Accounts is responsible for the shrewd financial management and management accounting, and steers the financial and accounting portfolio, associated risks, and resources of the CCCJ economically, effectively, and efficiently through sound administration, analyses, accurate reporting, and interpretation of the CCCJ’s financial information to optimize value for money in the stewardship of public funds under the control of the CCCJ. As the Head of the Office of Financial Services, he/she will institute, develop, and improve finance and accounting procedures, processes, and systems at the CCCJ, and ensure good risk and budget management; an efficient financial and accounting records system; proper project accounting; and the enforcement of the Financial Audit and Administration (FAA Act) and its amendments and Regulations.

Key Responsibilities

The successful candidate will ensure that:

• Accounting records are maintained and up to date.

• Annual returns and other statutory and regulatory obligations are satisfied

• Budget and cash flow reports are prepared and submitted

• Cash and non-cash assets and resources of the CCCJ are managed

• Financial analysis, project accounting and relevant reporting are provided

• Financial policies and strategies are developed, implemented and administered

• Internal financial controls, systems and procedures developed, implemented and enhanced

• Payroll, pensions, and other payments are administered

• Risk and budget management are established and maintained

• Technical advice, guidance, and expertise are provided

• Monthly and annual financial statements are submitted

• Department activities are planned, directed, coordinated, and monitored

• Reports are issued

• Schedules are created and maintained

Minimum Required Education and Experience

• Master’s Degree in Accounting, Business Administration, Public Administration

• Minimum of five (5) years’ senior management experience in public sector financing, government accounting and monetary management

OR

• Bachelor’s Degree in Financial and Management Accounting; Business Administration/

Management Studies majoring in Finance/Accounts, or other professional designation such as ACCA

• Minimum of seven (7) years’ senior management working experience in Financial Management/Accounting in the public/private sector

• Training in government financial and accounting systems and/or cost accounting

Required Competencies

• Sound knowledge and understanding of general and supervisory management principles and practices

• Sound knowledge and understanding of legislative and policy frameworks governing public bodies in the Jamaica Public Service

• Sound data analysis and forecasting skills

• Excellent analytical and problem-solving skills

• Excellent memory and organizational skills and ability to set priorities, organize workload, handle multiple responsibilities, and meet deadlines

• Excellent team working skills and the ability to work as part of the Executive Management Team and to contribute to effective strategic and operational decision making

• Excellent human relations skills, with the ability to communicate with and influence professionally with Council members, and internal and external stakeholders

• Strong technical communication and report writing skills

Ability to:

• lead, develop, manage, and motivate teams and individual direct reports, as well as communicate effectively with diverse individuals and efficiently handle emergency situations

• plan and organize multiple tasks and priorities to be implemented simultaneously work in a regulated environment with a constant eye to maintaining and improving regulatory compliance

• handle multiple interruptions and adjustments to priorities throughout the day

Special Conditions Associated with the Job

• Normal indoor office environment.

• The incumbent must be able to deal with a wide variety of people on various issues. There are also a number of deadlines associated with this position, which may cause significant stress.
