JOB PURPOSE
The Senior Human Resource Officer supports the execution of the human resource function, objectives and practices to recruit, select, develop and retain a talented workforce within a sustainable employee-driven, high-performance culture that will support the best execution of business strategies and enhance the business performance of the Council. S/He will provide high-quality professional advice and support to managers and staff for all HR related matters, undertake specialist and general HR tasks as required and appropriate to the role and deputies for the Manager, Human Resources, as required.
S/He will coordinate the administration of staff benefits in keeping with Council policies, regulations and other provisions and works at all times to be effective and efficient and to enhance the quality of the service which the HR Division delivers to all its users in line with the values of the Council, thereby assisting them to provide a high quality of service to Council clients and stakeholders.

Minimum Required Education and Experience
Candidates must possess:
• First degree in Human Resource Management, Management Studies, Business Administration or equivalent qualification
• At least five (5) years’ experience in Human Resource Management, preferably within the Public Sector
Required Competencies
• Knowledge of HR processes, Government HR policies and related legislation
• Excellent planning, organising and multitasking skills
• Strong analytical, problem-solving and decision-making ability
• Excellent oral, written, negotiation and interpersonal skills
• Experience in disciplinary procedures, grievance resolution and performance management
• Strong relationship-building skills with internal and external stakeholders
• Excellent IT skills, including HR software tools, MS Word, Excel and Outlook
• Ability to counsel staff and handle confidential matters with tact and discretion
• Ability to work under pressure and deliver results within tight deadlines
Special Conditions
• Normal office environment but may be required to work beyond normal working hours occasionally to meet critical deadlines.
• Stress may be caused by the need to manage multiple demands simultaneously and complete tasks within tight deadlines. The incumbent is faced with constant interruptions and must meet with others on a regular basis.
• Occasional exposure to heavy dust from examination of old files.
REMUNERATION
Salary scale: $ 3,501,526.00- $ 4,709,163.00 per annum
